could be a vacuum leak. if the door that switches from hot to cold isnt functioning properly it will not heat/cool the cab properly.

Check your coolant level again. I did the exact same thing with my corsica, turned out to be a blown head gasket. It was blowing air into the coolant and would create a air buble and would not circulate properly. Smell your antifreeze. If it smells like exhaust you could have head problems.

Check both heater hoses at the firewall when the engine is running and hot. One should be hot and the other should be just a little less hot. If one feels room temp or cold the heater core is plugged up which is very common with dexcool engines. Just take off the hoses and use a garden hose to push water through the core in both directions reattach hoses and recheck your heat it should be good and hot now. Worst of it is if this fixes your heat most likely you could have a coolant leak which causes the dexcool to sludge up and plug your heater core.

pull both htr hoses at engine, run water thru htr core then use air hose with blow nozzle with water in core to blow/flush water out, do it a few times, get water out(best you can) raise both hoses up, pour lime away or equalivalent product in core let sit 10-15 min flush out water/air again you will have great heat.
