HELP! 6.5 turbo 99 suburban

My wife drives a 99 surburban and we have had some problems.

1. We keep going through glow plug relays, about every two months.
2. It acts like it has no fuel in the system on days it doesn't want to start.
i.e. it has fuel smoke but seems like not enough.
3. glow plug light never seems to stay on longer than 10 seconds no matter how cold it is.

Now for other info. Most days this truck runs great but once or twice a week it does not want to start, sometimes mornings and sometimes afternoons.
We have bled the fuel system many times. Fuel pump is new in the frame rail. Injection pump is two years old and was rebuilt by a very good local company that only does diesel injection work. Now it seems to give us the most problems when it is below 1/4 tank of fuel or when parked on a parking ramp with the drivers side on the downhill side of ramp. We have checked fuel low visually when it doesn't want to start by opening the bleeder valve while cranking and it has plenty of fuel volumn. Glow plugs are new and have been tested and do work. Just put a new relay on again, getting expensive at 4 or 5 a year. Any thoughts or advise is welcome and we thank you for your time.

Sounds like you might be in need af some new glow plugs.
