code 32 is a EGR Loop Error. the books says this happens when is "sees" improper vacuum. so I would say you have a stuck EGR vavle or a vacuum leak or both but start there

Was this one with the solenoid for the EGR ? Egr may be only dirty and need to be cleaned. If you do have to replace it be careful of the differing types that look similar. I would think about using the dealership to avoid the wrong size orifice problems that seem to crop up from national chain stores.

If it is infact a vacuum problem, I would also look at the little hose that runs into it. Being small, it can also be very brittle. Happens with age. If there is a small crack in the line, then a small leak could lead to it reading an inpropper vacuum.

so did you look at your EGR valve yet? it only has 2 bolts and very easy to take off and if your careful you can re-use the gasket. Try cleaning the EGR valve like Cabtruck said.
have you changed your fuel filter lately? cheap part huge performace monkey wrench when it starts to go

the surge is probably a b/o egr valve, a weak spring in the valve causes it to open too much at low speeds/low throttle. was screw in that hose?
