DumpTruck C70 or C6500?

My boss has a 87 C70/C6500 dump truck with the 366 engine 4 barrel carb. I went for emission and I failed. The only part I failed on was the HC(at idle) limit 300 truck was at 1500 PPM. All the others the truck passes with flying colors. What is the cause for this I have been told one it might be the egr valve, But I thought that only kicked in after a certain rpm. So what cause this problem and How do I fix it? and I dont want to just play with the carb so it passes and then put it back to stock. Thanks for the Help

Did someone pop the idle adjustment caps off the carb? If so lean it back out! If you have acess to a sniffer it will make it much easier to diagnos. You must be in Ca. around here polution inpections start with 96 and up and nothing for HD trucks
