coworkers chevy

so i have a coworker that says he has a 80-sumthing chevy. cant remember what year exactly. but he says it seems like its slow or doesnt have as much power as it should have. he has 35 inch tires and a couple mods to the engine. he thinks its the size of the tires and is think about re-gearing the truck. so just asking for whatever info anyone has. like what could be the problem or what to do... thanks!

its slow because normal engines didnt produce a ton of power those years. add 35in tires and it can get real slow being the same gears are in there. 80 something is real vague as they went to FI in 87 which makes a big differance in offering advice concerning engine management. if this is a 1/2 ton truck, my truck has 10 cubes more and MPFI and it has a difficult time getting started. i would expect his too.
