Thermostat Housing truck 1966?

I have a 1966 chevy truck C25 with a 327.
On this there´s a lower and a upper thermostat housing, and will fit two thermostats!? The lower has a connection to the waterpump.
Can someone tell me why the lower is nessessary??

The bypass allows the coolant to circulate throughout the block and of course the cylinder head area AND of course through the heater core in colder weather so your heater works faster, this all before the thermostat opens to allow the coolant to circulate through the radiator for extra cooling as needed.

on a diesel they do it so the water pump does not cavitate
