Unless you're leaking brake fluid from somewhere, like a bad wheel cylinder, that's a defective master. It's letting fluid past the piston.

ok so you proved air in the lines, did you bleed them so fresh fluid is at each wheel?

the whole system has been bled numerous times, with fresh fluid and no air at every wheel.
I'm thinking I might rebuild the front calipers, or replace.

Defective master... Slow pedal drop with steady pressure, and no leaks anywhere. Nothing else it could be.

If true he'd have almost no braking at all until enough fluid went through to move the caliper pistons. Since he does have braking, just a sinking pedal, I'll stick with my bad master diagnosis.
