duel fuel tank problem

I have two tanks on my moterhome ( chevy 454) here's the deal. I fill both tanks set switch to main tank and start on run the motor. fuel start to come out of the main tank. It appears to draw from reserve and pump overflow into main tank. removed valve bench checked it works just fine. checked all line to insure all go to right tank they do. Charcoal filter has been removed but lines still go to tanks. realy dosen't seem to matter where the switch is reserve or main but cheched the switched for power dose work right. Any ideas why this is happening?
