electrical issue ( i reckon)

on my 99' suburban XLT, none of the lock buttons work. and we dont have either of the keyless entry things anymore. can we get another one and program it (how) what is most likely the problem with the lock buttons?

The cigarette lighter fuse powers all the door locks and yes you can get new remotes and program them i just explained it to another person on this site a couple of days ago

i thought i recalled you saying how to program them, but doesnt it require the lock buttons to be working? if so, is there any other way to do it? i'll check that fuse. is it under the hood or on the side of the dash?

Fuse 13 on end of dash a 20a fuse and yes power door lock buttons have to work before you can program if i remember correctly.
