1990 chevy 1st gear only?

I am working on a 1990 chevy 2wd with a 350 engine that won't shift out of 1st gear.Wondering what the problem is?

Check the TV cable, if its jammed up it will cause very strange things to happen. I can't remember if there is a vacuum modulator for that year, but if there is, and the line is off, it won't shift. or the modulator could have went to ****. Of course the tranny could be shot.
