vapor canister..purge solinoid

ok so my check engine light comes on..code 31...purge solinoid...so i replace it..disconnect the battery..clear it out...2 months later the check engine comes on again..same code...so i start thinking a vacuam leak...went to pull the hoses off the solonoid..and the line that runs to the vapor canister is full of charcoal...clean it out take the canister off the truck ..tip it up and charcoal..just pours out of it..this is my first time messing with a vapor canister so i take it up to auto zone...ask if it is suppose to pour out like that..he said he didnt know for sure...seems like something should be in place to hold it in the canister...so here is the ??? is it suppose to..and if it is or isnt why is the hose full of charcoal...i'm stumpped...thank you for any advice//help
