98 Dodge "Goat" Ram 1500

Well guys I just cleaned the throttle body completely.Yes,I took it off the manifold and it was filthy.I used throttle body cleaner and cleaned it very good. It looked like new. I used contact cleaner, and cleaned all the plugs that are connected to it. I thought maybe I had the problem of the 'spitting and sputtering' solved. I took it for a test drive at 80+ mph out on the interstate.
It still hesitates...at normal highway speeds. Its like its just fluttering..could it be an injector?When I put it in neutral and rev the engine it seems fine..once its back in gear, and under a load,it flutters again. Please give me your thoughts on what I should do next. I dont think its the timing.
The PVC valve looks like it has never been changed. Could that be it??
Im stumped as what to do to get this thing right..

A friend (mechanic) had it for a week driving into work.He had the gauges and pressure tester hooked up. Said it was getting good pressure (42-47) I think. Didnt show any codes.He told me he didnt want to put something on that wasnt needed,like some dealers would do and charge you out the ying yang. Maybe I need to get it into a dealer and let them check it out.
Guess that will be next.

dont know what pressures are for a dodge but if it were a FI chevy, it wouldnt run on 45 psi. i dont believe that it is an injector if in park it will not stumble. has a vacuum test be done??
