Dodge truck brake problem

Hello all.
I own a 1991 Dodge Ram D150 half ton, 2 wheel drive truck.
My problem is this,
my right front brake caliper is sticking up against the rotor.
Now this is a new reman caliper, that has been on the truck for about 3 hours.
Last nite on the way home from softball practice it hung up really bad, to the point of almost pulling the truck off the road to the right.
My brother thinks that it might be my proportioning valve. If this has happend to you, or you might be able to suggest a remedy, I would be very greatful.
Also right rear wheel is locking up when i hit the brakes

my s-10 blazer did the same thing when i put on new brakes(calipers, rotors, shoes, drums,master cylinder and front lines), feels like the brake are on while you go down the road. the brakes also like to lock up when they get wet, not very fun in the winter. one mechanic said proportioning valve, another said there was alot of metal in the shoes i bought. it's for sale now so i stoped worring about it.

O.K.It is either stuck on or Is it pulling to one side when you step on the brake and them pulling to the other when you take off? Both symptoms of a collapsed brake hose.This is common on older vehicles. The rubber flexible brake hose collapses inside and restricts fluid flow. Before you tear the whole brake system apart I would check the hoses.

I don't think his problem is with the hoses. my brakes didn't grab until i put on the new hardware ( calipers, shoes and rotors) just like blakram. later i put on new hoses and a master cylinder and the problem was still there. mine only did it when i would get in after it sat overnight or if it rained or snowed that day, once the brakes dried off they would be fine.

i'm not saying chevyguy is wrong,just didn't fix my problem when i changed the hoses.
