95 dodge diesel Electrical problems

Truck starts fine, but does not act like the batteries are being charged.
the volt gauge reads in the low normal range . before it always was close to 14. Now it's runs below that. Yesterday the Check engine light came on so i figured that the voltage was low in the system. i put the charger on it for a couple of hours . the battries where low. I replaced the altinator tonight.
and it look like there is still a problem. i also found that the A/C cluch will not energize . blower works. wipers work. and all of the lights work.
I have looked at all of the wires and checked the fuses.
everything looks ok
Anyone have any ideas

When was the last time you used the AC. Could be low on freon causing the clutch to not engage. might want to have your batteries load tested. A bad alternator can ruin good batteries.

I have figured out that it's most likely the PCM.
I have a apointment at the dealer to check it out instead of throwing parts at it.
