ive always heard the lock-up mechanisim is referred to as the torque converter clutch. your symptoms are consistant with this malfunctioning, ive seen it happen on many occasions

i doubt the tv cable. it would cause late shifting through all the gears. i think scotties idea would be best place to start. for future referance for the tv cable, you have a clip type deal where it fastens to the TB. press the tabs in where it becomes loose. press the gas pedal all the way to the floor and it will self adjust itself. again, i dont think that is your problem.

I believe that I have an answer for you, but I need to know if it only does this while in cruise control mode?

I don't know about doing it in cruise but if your holding steady on the gas cruising over 50 when the converter has locked it will jump in and out when you hit a bump. tachs up a couple hundred and goes right back to normal.
