Hesitation

Ok i have 1999 ford explorer 6 cyclinder 4.0 liter that when i first start it and go to take of i have to let up of the gas pedel in order for it to engage into gear and it has a bad hesitation to it almost like it struggles to get gas and into gear

24Inspect Transmission Modulator - (A/T) Worn leaking or faulty transmission modulator valve or vacuum system.
