How can I drain all of the fuel from the tank on a 98 ranger? My brother dumped what turns out to be water logged gas into it.....

Welcome to the site:

This comes up once in a while, and is a pretty easy fix.
You can just drain from the bottom of the tank if the tank is already equiped with a drain. Most are not, so adding one might be an option.
It was suggested that a siphon is used, and this is a great idea.
If you can siphon from the bottom of the tank, you can pump out every bit of water before it starts to pump gas.
Water is heavier (more dense) than gas, and the water will seperate, and will be at the bottom of the tank. Since liquid finds its own level, and these two liquids will seperate, it is entirely possible to remove the water, and leave the gas.
Even if you shake the tank, it will eventually seperate and you can safely remove the gas from the tank.
Slight word of caution, is that some static electricity is generated during the siphon process, and if you use an electric pump, you just want to make sure that you are not creating sparks.
A cheap electril pump can be used, and is easier to run 3/8" rubber hose through the filler neck. Larger hoses are often difficult to get into the filler.
Pretty simple to get water out of a tank.
Good luck.

Do NOT use a vacuum. Get a hand siphon, as suggested. Or, also suggested, a drain on the tank. If I'm not mistaken, there is one on the passenger side of the tank on the Ranger (well, I shouldn't say there is, as Rangers used about 4 or 5 different sized tanks in the trucks).
