1993 Ford ranger turn signal problems

Hey yall...... my brother drives a 1993 ranger and none of his turn signals are working, but the emergency flashers do work. we originally thought the problem was the turn sugnal relay, but we only found one relay, when removed, the emergency flashers stopped working, and the turn signals remained non-working. we replaced the relay and are back to the original problem of no turn signals, but working flashers. does anyone know of another relay that might solve the problem? if not, does anyone know where the problem may lie? or even better, if someone knows where the problem is, and how to fix it...

Uhmmm there is a different fuse from the flashers/turn signals. $10 says it's your fuse
