blinkers not flashing while headlights are on

Got a question ...

Just bought a used F250 7.3L from my company (for a STEAL!!!) and one problem I've found is that when the headlights are on, the left turn signal won't flash and the brake lights stay lit. The right signal flashes fine.

Headlights are off, everything works normal.

I bought a flasher fuse, but then thought it might be a relay or something.

Suggestions?

Change the bulb out first since the double element bulbs are known to short out between the two elements causing problems.

Check all of your grounds, everytime I have seen strange stuff with the lights flashing that shouldn't or anything else it has been that a ground wire was loose.
