Other than that I'm not sure! Junk yard or a welding shop would be your best bet!!

any good fab shop/weld shop should be able to make it, do you know how to weld stainless? if not might want to have them do it.
Another thought, do you know anybody going to the local tech school, taking up welding?

i thought about taking my cutout to school, but they don't have a CNC machine, so i'd be looking at a crude plasma cut.

flange needs to be 3/8th thick, otherwise i would use a cut-off tool. still trying to find a piece of scrap to make it out of.

never heard of a crude cut plasma cutter. i think of crude, i think of a cutting torch with the head half gone and out of oxy. you looking for 3/8 plate?? i got plenty laying around. got some 1 1/2 inch plate somewhere around the shop but frieght might kill you. that is if i can pick it up just to go cut it.

Man this is easy,

You can buy these from a muffler shop, or you can cut them out of just about any newer truck at the salvage yard for a few bucks. Weld them to your cat and pipe, and never need a gasket again.
This is what I use on everything. They work great.
