07 sierra, spare tire won't come down

I've had this truck about a year and have used the spare once and it worked fine. I had a flat the other day and the cable and spring release and come down fine. However, the black, metal crosspiece that holds the tire up won't release. Is there some kind of a lock on it? If so, how do I release it? Thanks in advance, Greg

get under there and kick the fool tire and break it loose.

I took it by the dealership today and one of the mechanics said if the tire gets wound up too far, there is an upside down hook like thing on top of the black metal crossmember that gets hooked over something. He was able to lift the tire up then unhook whatever piece it was. It was fixed. He says he has seen it a fair number of times.
