Exclamation wet / damp issues - 97 Sierra

i have had this issue since i've gotten the truck from my brother about 1 month ago.. before I got the truck he brought it in to get the issue fixed but spent $1300 for nothing..

it is a '97 sierra "thunder" 2wd extended cab.. the issue is that whenever it is damp or wet outside it will refuse to start.. i can keep cranking it over and over and over and nothing untill i plug it in for an hour or so then it will start no problem.. i travel alot over the weekends and it sucks that I have to worry about my truck not starting when i'm in the middle of nowhere hunting..

is there a way to fix this without having to break the 'ol wallet? below are a few pics of the truck incase you need to see it..

im not totally sure what the tech did for that kinda bill .. i have asked my brother and all he tells me is the mech gave the engine an overall look over .. for $1300 it musta been one long look over.. even after that the problem is still there with no explaination from the mech..

plug it in means that lil plug in that all vehicles have.. think its for the block heater for the vehicle starts in the winter.. even im not totally sure cause im not the most vehicle-type person haha..

any help for my trucks issue would be awsome

It could be your distributor, does it turnover or is it completely dead? next time its damp(if you can) check the distributor cap for moisture.
