Anyway, what did you replace when you stated that you replaced your power steering? Did you replace the box, or the pump, or both?
Because you have the whine, and you have to rev the engine to get pressure, it sounds as though you have a cavitation problem. This means that you have air in the system, and possibly not enough fluid.
Once you bleed the system, you will make sure that you still have enough fluid, and the condition of the fluid is still good.
Fluid condition is known to go bad after a system failure, and once the fluid is broken down, it can foam up, and this foam is air in the system. As the punp turns, and chops away at the fluid, bad fluid cant exchange heat, and the pump will fail quickly. Small cavitiation, and small air trapped in the fluid could be a real problem.
Again, first check fluid level, and be sure you do not have any leaks.
