You may get a better response if you start a new thread, Many will not even look at this thread and realize that you have asked a good question.
Anyway, what did you replace when you stated that you replaced your power steering? Did you replace the box, or the pump, or both?
Because you have the whine, and you have to rev the engine to get pressure, it sounds as though you have a cavitation problem. This means that you have air in the system, and possibly not enough fluid.
Once you bleed the system, you will make sure that you still have enough fluid, and the condition of the fluid is still good.
Fluid condition is known to go bad after a system failure, and once the fluid is broken down, it can foam up, and this foam is air in the system. As the punp turns, and chops away at the fluid, bad fluid cant exchange heat, and the pump will fail quickly. Small cavitiation, and small air trapped in the fluid could be a real problem.
Again, first check fluid level, and be sure you do not have any leaks.

I did the adjustment and no good. The steering box has to much play,I put a wrench on the steering shaft and you can move it a half a turn either way before the pitman arm starts to move.So I think I will just put a rebuilt steering box on it. Thanks for all the help greatly appreciated
