Do the hoses going to the heater cool off at idle? how is the coolant level?

I will have to feel them and get back to you... the coolant looks to be just right....

if they did cool off, what could the problem be?

Could be poor coolant flow, when was the t-stat changed last and how old is the water pump, could also just need the heater core flushed.

I would replace the t-stat and do a complete flush 1st. The water pump would be the last option. What is your temp gauge reding?

If the heater hoses are cool and radiator hot its a core problem. if all is cool then, go with kennys idea of changing the thermostat. By the way why do you need heat in sunny california?
