OBD I codes

Are OBDI codes the same for all GMs ?

I have a 95 GMC and have a code 45 , rich exhaust is what I find.

If exhaust is rich , could a bad TPS cause this?
I have some problems with stutter which will often go away and the engines surges with power shortly after 2500 rpm.

code 45 - rich sxh - will set when O2 sensor is sending "high" for 60secs
after eng has been running more than minute with throttle above idle.

High fuel pressure can cause this, as can MAP,full canister and ECT.
Poor connections to TPS and O2 can do it as well.
If tach seems to be reading more than real rpms,
check for open grounds because ECM will read noise as pulses.

If O2 sensor has bad connection or is getting weak, would that cause it to lean the fuel mixture? Darn thing acts like it leans out.
I also have a problem I can't seem to find. If I hit a deep water puddle with the right front wheel it REALLY runs like ****. Just about can't pull itself for awhile. It gradually gets better in about the time it takes things to dry out. I have taken all the connections I could find apart, cleaned, and applied dielectric grease to seal them. Didn't help. The connection on the O2 sensor seems good. I didn't check the TPS connection apart though, maybe get lucky on that.Will check it today or Monday.

I'm glad you checked the sealing on O2 because that
seems like a natural target for splash, and if it is
"shorting" it at all, I would think that would be telling
ECM it's lean not rich. Strange.

most codes yes. there can be some variances in engine size but nearly all the time, they are all the same.
