unless you like working in cramped areas then i would suggest removing the head first. once the head is off you could take the head to a machine shop or you could try to remove the bolts yourself. if you want to do it yourself then you need to buy a extract kit for broken bolts. try to drill a hole as close to the center of the bolt as you can and insert the tool and it should back the bolt out.
