Transmission wont shift into 3rd gear,Need help

Hi Folks,I have a 99 2500 diesel with a automatic transmission,it has 125,000 on it,very little towing.It has the tow package however.Tranny cooler and other goodies.The past 4 months it has had trouble shifting into 3rd gear,you have to let off the pedal then somtimes it would go in gear,most often not.I took it to the dealer they said it might need a re-build....Has anybody had this happen to them or do they know of any such thing....I can see if I towed every day,but this is rediculis. Need help on this one.

does it show any codes?? could be defaulty tps. it will cause the tranny to go into a lower hole when needed but will not let it upshift back once you make it over a hill unless you pull your foot completely out of it.
