Antenna does not retract

'94 Nissan XE 4 cyl
The retractable antenna does not retract. I can see the vibration of the antenna when I turn the key, so I think the antenna motor(?) is working.

Also sometimes I get really bad static on the radio and sometimes not. Is this related to the antenna?

Is there something simple to get the antenna going again?

a new one. i do not believe they are that expensive and you can purchase a generic one from a parts house. i have never gotten into these things and really dont plan on starting.
