Wont idle when cold

Okay got an 87 nissan truck, z24 m/t 4x4. The thing wont idle in the morning when its cold, no just starting it up and letting it get warm. Does this for about 3 minutes then it idles fine.

Also when i'm driving down the road at a constant speed, it will kind of hiccup, like a very brief miss, doesn't do it when I'm accelerating, idles smoothly once warm.

Any ideas, are these 2 things related? Going to do full tune up this weekend, cap rotor plugs wires, fuel filter, etc. I've only had this about a week, any else in particular I should be looking for?

probably the IATC "idle air temperature control" unplug it and see what happens. It is on the intake box on the drivers side.
