If 800x600 is fine then it's most likely the refresh rate that's causing the problem. Try 1024x768 @72hz, then keep stepping it down until you find a rate that works. You probably don't want to go below 60 though, as then you'll start seeing flicker.

Funny that's what it looks like when Age of Emp's (600x800) gets interupted on my high res.
You should be able to correct via the display adjust that shows in your screen shot.
Does not look like safe mode to me.

for what it is worth, you need to do a clean install for win7, so wait the week and start over with win7, you will be much happier and less work!

computer is not in front of me, left it at sisters house to run an update and service pack install. maybe i'll get lucky and one of those will fix it.
I would do all the updates from windows first might have a driver in updates to fix it. It is video driver related if you could find out the video card make and model or mother board make and model ill help you search for correct drivers for it ? Just a word of advice with computer I would use the manufacture drivers over windows drivers
