Can you bypass the egr vlave on a 22 re in a 91 toyata pickup, i was thinking i could make a block off plate to cover the holes.

why would you want to bypass the egr?? without it, especially on a fuel injected vehicle, would not run like it was designed to

probably be lucky if it ran at all. it would idle very rough.
