It was pretty much like anything else, flying, cars, drugs, etc. It starts out as an invention, with no legal controls on it, then when it becomes popular the government gets involved and "regulates" it, mostly as a source of revenue (taxes and fees). Eventually it's all tightly controlled and people start wondering why we need such controls on some aspects of it. They start pushing for "deregulation" of some of the aspects of the technology and the government eventually loosens their grip on parts of it.

Example: You didn't need a driver's license for the first 20-30 years after cars were invented. Eventually it reached a point where you needed one for everything from a semi to a gas powered skateboard. Now it's starting to swing the other way, and you don't need one for things like scooters and small motorcycles.

Same with airplanes. Didn't need a pilot's license at first, then you needed one for anything that flew. Now you don't for certain classes of ultralights.

Radio was the same way.

If the guys who design 'em had to take one home, use it every day for 2 years, and do all the maint and repairs themselves, cars would have a button on the dash to change the oil, filters & plugs.

they can stil get you on that radio if you are pushing out mor than the 4 watt top out. let one ctach you with a linear and see what happens. mine has been peaked out to 40 but can be switched back down and run with a linear if i so chose. dont see that happening though.
